When Flozell Adams pushed Justin Tuck in the back at the end of the first half of Sunday’s Cowboys-Giants game, he probably didn’t know he was exposing a loophole in NFL rules.
But he did expose a loophole — namely, that offensive players aren’t penalized for personal fouls at the end of the last play before halftime. NFL V.P. of officiating Mike Pereira says that’s a loophole that should be closed.
“It just doesn’t seem right,” Pereira said on NFL Network’s Total Access. “It doesn’t seem right that that play should not result in a 15-yard penalty on the opening kickoff of the third quarter, and I think that’s something that we’ll certainly need to take a look at.”
Asked about the play by NFL Network host Rich Eisen, Pereira said that his officials enforced it properly — which is to say they didn’t erally enforce it at all. But he added that he had discussed the matter with Giants coach Tom Coughlin and would recommend in the off-season that the league change that rule.
“It will be interesting to see how the Competition Committee addresses it,” Pereira said. “I already promised Tom Coughlin on Monday after the game that I would present it to the committee, and I’m sure it will be one of the things that they look at.”
It’s probably a safe bet that in 2010, the league will close this loophole. And everyone can thank Flozell Adams for pointing it out.
If they close this loophole, there is still one at the end of the game, but they can use fines and suspensions to deal with that.

The rule you are talking about that Polian was suppose to have help make was already on the books, just not enforced ,so the mugging that the Pats were during to the receivers of all other teams was a unfair advantage for NE.
It’s not the only loophole that needs closing. There’s TONS of loopholes in the game where screwy stuff like this can happen, and the NFL is too stupid to figure out how to close them in advance. One day somebody’s going to be smart enough to create plays and schemes around these loopholes to get some cheap advantages.
Seems hard to believe this never came up before? I don’t remember it, maybe the refs haven’t bothered watching the offense on the last play of the half. or looked the other way, but in all these years…

Not only should they close the loophole at the end of the half…why can’t they make it MANDATORY for talent-challenged, dirtbag cheapshot speacialists to be suspended after a specified number of offenses? That piece of crap spends his time not doing his job, then trying to make up for it by illegal, bullsh$t moves that have caused injuries & have the potential to cause much more serious ones. Dallas has always had some of the dirtiest players imo. I admit it and I’m from Dallas. Flozell is just another in a long line of thugs who intentionally try and injure opposing players. It just wouldn’t be the Cowboys without em. Jerry trains em right down here.

Another loophole…. if the offense picks up a first down and commits a personal foul it is penalized 15 yards, but is 1st and 10 instead of 1st and 25. If the offense is effective and their defense sucks they could exploit this to protect a lead (and have a drive last up to 30 minutes). Everytime they pick up a first down inside the 30 commit a personal foul and have a first and ten from no further back than the 45. Repeat until time expires.
Personal fouls committed by the offense at the end of the game should be enforced during the opening kickoff of the following game. Some will argue that this rewards the wrong team, but the point of personal foul penalty yardage is to penalize the offending team – not to reward the opposing team. Thus that loophole could be closed as well.
Would they hire a 25 year old kid for Pereira’s job? If so, sign me up.
Problem with the “intentional fouling” strategy is that someone will get ejected after a warning.

It’s interesting and refreshing to see so many Dallas fans acknowledge that Flozell is a dirty cheap shot artist and that Dallas under Jerry Jones has had more than their share of players like Flozell.
