The Texans announced two staff changes on Monday, promoting Perry Carter to assistant defensive backs coach and hiring Cedric Smith to oversee strength and conditioning.
Smith spent the last three years as Kansas City’s strength and conditioning coach after serving as an assistant in that capacity with Denver for six seasons. He knows Texans G.M. Rick Smith and head coach Gary Kubiak from their stints with the Broncos.
Smith also played seven seasons as a fullback in the NFL.
Carter has been a defensive assistant with Houston for four seasons. He was a fourth-round pick by the Cardinals in 1994, and finished his playing career in the CFL.

I like the Texans. It amazes me how much they have accomplished with no D, not much of a running game and roughly one receiver and tight end. They will be a top contender in two years or less.
