Though it remains unclear whether and to what extent teams genuinely are interested in free-agent receiver Terrell Owens, there’s a quartet of teams that face significant restrictions on their ability to sign players who became free agents via the expiration of their contracts as of the first day of the 2010 league year.
Under the rules of the “Final Eight Plan,” the final four teams from the 2009 playoffs face stiff restrictions on the acquisition of unrestricted free agents. Per Article XXI, Section 9, the limitation disappears upon the launch of the first training camp.
The Cowboys, one of the participants in the Hall of Fame game, open camp with an afternoon practice on July 24.
And so it’s possible that one of the conference finalists — the Jets, Colts, Vikings, and/or Saints — are waiting for July 24 before signing T.O., with the exception of the Vikings. Or, for that matter, other unrestricted free agents who remain available.
Again, this applies only to players who became unrestricted free agents via the expiration of their contracts. No restrictions apply to signing players who were cut.

You can cross him off the Saints list before you cross him off the Vikings. The Saints have better receivers anyways.
The reason why TO didn’t want to go to Baltimore back when the 49′ers initially tried to trade him, prior to his time with the Eagles, was because he had no idea who the QB was for the Ravens. I wonder how he feels about Flacco?
You’ve talked about the asking price/year for T.O., but could the length of contract be a sticking point? I’ve always assumed he was going to be a one year at a time employee from now on anyway.
I would love to See TO getting passes from Favre or P Manning.
Favre has said before he wants to play with TO or Randy Moss but Green Bay never made an offer to either guy. I would love to see that happen with for TO.
T.O.’s destination could wind up mirroring Mike Florio’s — spending their days as chat buddies churning over what might have been if they weren’t such major douches.

The Jets are one team that has clearly filled their need for veteran WR’s who can’t catch.
The “final eight plan” means the final FOUR can not sign him, say whaaaa??? Why wouldn’t you call that the “final four plan” or am I missing something obvious here?
The Jets have WRs dripping out of their wazoo. The Vikings have WRs dripping out of their wazoo. The Saints have WRs dripping out of their wazoo. So it must be…the Colts with Professor Plum using the Knife in the living room?
He was a great player who is now average at best. I can’t stand his antics or his attitude. I hope he does sign with somebody eventually…at least that would postpone the HoF discussion for another year.

T.O. catching passes from Matt Hasselbeck would be a fun season to watch.
I’ve said it before, but it bears repeating I believe…T.O. may be an excellent individual player, but his record as a team player looks to be poor. From what I read, his very presence seems to poison a locker room.
T.O. insists he’s not a distraction, but his actions speak louder than words, it seems to me. Everywhere he’s been he has caused a disruption. That is, a negative disturbance. So, there is no reason to believe he won’t do the same with another team.
Some team may want to pick up T.O. when training camp opens, but I’d suggest; “Buyer beware! A team will get what it pays for and with T.O. it will be getting the whole package.”
Agree with GOYZZO, I would fo sho take TO in Cleveland. Defenitely need WR’s as I have no clue what *2* 2nd year guys & *1* 1st year guy (+ a 4th & 15th year guy) can realistically do for this team.

Colts makes some sense. He’s got a lot of experience and should be able to grasp their, as I understand it, complex passing game.
He fits the Saints mold as a big strong WR but they have plenty of those dudes already.
Vikings are so stacked at WR that they have converted one WR to running back and another to QB (sort of). Plus Chilly has reason to despise TO because he f’d with Chilly’s former main man McNabb.
In the end I’d expect him to wind up with a mediocre team looking for some excitement. His skills no longer warrant the distraction of the media circus he’ll bring, whether he tries to bring it or not.
