The Civil Rights Act of 1964 is a funny piece of legislature. You&#039;re right in that Byrd, a bunch of Democrats and  a Republican fought the bill with a filibuster, and that without the Republicans it wouldn&#039;t have passed, but, it didn&#039;t pass BECAUSE of the Republicans (no more than it was BECAUSE of the Democrats).
The Senate needs more than 66 Senators to bypass any filibuster, or 67% of the vote. The Democrats were in favor of passage in a 69%-31% split--in other words, had it been up to Democrats it would have passed. The same can be said for Republicans, who were in favor by a vote of 27 to 6. It was a remarkable piece of bipartisan legislature where the vast majority of Senators did the right thing.
The bill highlights not a critique of political party, but rather, it represents a breakdown in geography: no Senate Republicans from the 11 states of the Confederacy voted for the bill, while just one Democrat did. Granted, there was only one Republican Senator from those states at the time, compared to 21 Democrats, but that itself represents the issue just the same: from the 1860s to the 1960s, southerners were overwhelmingly Democrat--because of anti-Lincoln (anti-abolition) backlash.
Coincidentally (or not), there has been almost a complete role reversal in the last forty years.

I am going to assume that they let your comment on here because of the education you are about to get handed to you by me and others like me. First of all you moron, The Tea Party has been around for like a year. Second you are obviously distorted on your history. If it wasn&#039;t for republicans the civil rights act would never have been passed. It was filibustered by DEMOCRAT Senator Robert Byrd of W. Virginia. Senator Byrd was also a former Grand Dragon of the KKK. Again, in case you can&#039;t read, he was a democrat. Dr. King was a lifelong republican who endorsed and supported Richard Nixan, a republican.
Next can you please explain how anyone is to blame for Vick and Claretts behaviors? Did George W. secretly finance the interstate gambling ring? Did he smash some pups to the floor until they died? Did he then connect car batteries and throw the dogs into a pool to kill them? I will admit that some guys get a raw deal because of their skin color but it certainly isn&#039;t common and definitely doesn&#039;t apply to either of these instances. In fact by claiming it does spits in the face of real instances of racial profiling.
