I think that only applies if the current RFA rules are kept in the new CBA, which would also give the Vikings the right to match any offer he signs.  If the RFA limit is moved to 3 seasons, he is an UFA and the tender does not apply, hence the speculation.

Although, retaining Rice and still signing Plax would allow the Vikings to keep Harvin in the slot most of the time, and would ultimately benefit the team, providing the Plax contract was low-risk.  Right now, there is no current WR who has shown the ability to step up and be a starter in the wake of losing Rice.  You can bet that, given the amount of big-name WRs on the FA market, the Vikings will be making a strong push to land one.]]></description>
