The Jaguars at the beginning of the 2000&#039;s were forced to cut players to make it under the cap.

What you&#039;re suggesting is the equivalent of declaring bankruptcy. That hasn&#039;t happened yet but if the CBA in 2006 hadn&#039;t been reworked then the Redskins would have had to do something to that effect. 

Also, the Broncos were penalized draft picks for paying players under the table]]></description>
