Don’t remember the actual percentage, but the teams don’t have to hit that number until some time in 2012 after the postseason.

His 11.5 mil is down to around 8mil now due to weekly salary increments, plus if the French maid quitterback Garcon Palmierre showed now MFBrown could still assess a $30K per day fine from end of July for not reporting & then cut him so he'd be owing 1mil+ back to the Bengals.

The Jaguars at the beginning of the 2000′s were forced to cut players to make it under the cap.

What you’re suggesting is the equivalent of declaring bankruptcy. That hasn’t happened yet but if the CBA in 2006 hadn’t been reworked then the Redskins would have had to do something to that effect.

Also, the Broncos were penalized draft picks for paying players under the table
