Too bad they didn't do this before the owners sanctioned the players to wipe their asses with the record books. There are precious few baseball men left among the baseball owners and Bud Selig is worse at his job than anybody I've ever seen. That said, I'm glad to see them take positive steps to clean up the sport. I hated 10-9 slugfests every day and half a dozen shortstops hitting over 30 HR a year.

The NFL institutes all changes grudgingly and at their own pace. It is certainly no exaggeration to say the owners have little regard for the ultimate health and well being of their players. The mentality of the game is such that players are put in position to essentially share that view themselves. You can see this in the resistance to crackdowns on violent hits. Playing football is bad for you and the proliferation of drugs that make players bigger, faster, stronger and more aggressive isn't necessary for an entertaining sport. The fact that their are long term health issues related to unregulated used of PEDS is reason enough to ban them from the sport.

This is all about money.

First there will be heavy $ fines to those that test positive. Another revenue source for MLB.
Probably then a reinstatement fee as well.
