[Editor's note:  The new CBA allows teams to carry any unused cap space from one year to the next.  Teams were required to notify the NFLPA by Februry 28 of the amount to be carried over.  The full list appears below, with the amount that the teams had as of February 12 in parentheses.]

    The Skins did not break a legitimate rule. Those who say that the Skins should not particpate in FA are idiots. No team can fill all of their needs every year in the draft. The draft may yield 2 or 3 immediate starters. If a team needs maybe 2 more for whatever reason, FA is a useful tool for finding them. Gone are the days of players staying for 10 yrs via the draft.
