Two more incidents occurred during the 1997 season while he played for the Broncos: In the first, he was fined $20,000 after a helmet-to-helmet hit on then-Carolina Panthers quarterback Kerry Collins in a preseason game resulting in Collins sustaining a broken jaw;[1] in the second, Romanowski spat in the face of 49ers wide receiver J. J. Likewise with the Saints, there are certainly widespread claims of bounties existing outside the Saints organization all over the NFL, however, the Saints are the ones who&#039;ve been caught.

I hope everyone is prepared for the fact that, just like the Spygate situation, it&#039;s unlikely that the outcome of this issue with satisfy everyone.  I would actually bet that most people won&#039;t be satisfied.]]></description>

I don&#039;t think you can say it doesn&#039;t create a competitive advantage.  The Saints coaches obviously thought it did.  I don&#039;t care if it&#039;s football, baseball, golf, monopoly, or go fish, if you are doing something you know is against the rules, you have been told to stop, yet you still take the risk of being caught and punished, you only continue doing it if it gives you a competitive advantage.  Why continue to do it if you don&#039;t think it gives you an advantage?  

For the record, I am a Colts fan.  I personally don&#039;t think this had any effect on the outcome of the SB.  The Saints won because Freeney was injured in the AFC Championship game and was ineffective in getting pressure on Brees in the 2nd half, and Payton made a great/gutsy call to onside kick and Baskett couldn&#039;t handle it.]]></description>

If another team had a whistleblower, they would also be investigated.  The league doesn&#039;t have the time or the resources to investigate every team unless they are first presented with some evidence that is strong enough to further investigate.  It&#039;s the same as spygate.  No one is denying other teams didn&#039;t do it in the past, but the league sent a memo to every team telling them to stop.  The Patriots didn&#039;t. In fact I&#039;d say the only flip-flopping going on is by PFT. All Florio is trying to do is continuously stir the pot. It is getting old. No more clicks for you PFT on any bounty related articles until something new comes out.

It also has to do with the former players (who apparently ALL had bounty programs of their own). If the NFL gave them a minor slap then it wouldn&#039;t be much of a deterrent.
