I am not a Saints fan, but I’ve always maintained Goodell’s punishments have been arbitrary and seemingly dictatorial.
Every subsequent action that he takes reinforces my belief.
Given that he is stupid enough to penalize his employers, i.e. the owners (Jerrah and Danny boy), the day will come when he’ll piss off a larger portion of the owners and that will be his downfall.

Couldn’t happen to a nicer man.
