While it’s admirable that someone is trying to give him structure in his life and help him, I am unclear why someone would need it.
A grown human being, who had a rough upbringing, needs someone to tell him where not to go and what not to do. These are called good choices and a 21+ year old person should be able to make them. Afterall, if he’s seen rough side of life, he should know what not to do to repeat it.

He’s even willing to help him design and build the infrastructure of that plan. There is no talk about new rules however, so Jerry is confused as to what the media is talking about since that’s totally not what’s happening here. In legal terms.
