If it looks intentional then a suspension should happen. I’m not saying this hit was intentional or even worthy of a fine. You can’t legislate injuries out of the game but those guys that cheap shot their opponents shouldp be dealt with harshly. Leave the big hits in the game; suspend the guys that are obviously headhunting.

The player that makes the illegal should lose the same amount of pratice and playing time. If an illegal hit causes a player to lose playing time (one play, one week, or the entire season) the player that made the hit needs to be suspended for the same amount of time.
