No teams ever really make much of an effort to do that aggressively, because apparently it’s against some kind of code to play nice with your competitors.

So instead all of these losing teams will keep the roster spots for their slew of guys that shouldn’t have been on the roster in the first place for some reason. Maybe to not highlight the fact that they made player personnel mistakes so they can try and maintain credibility at deserving to keep their jobs.
