The ball has to go beyond the line of scrimmage while inbounds, it’s ok to land out of bounds but only if it passes the LOS while in play, and this ball did not. It came up a couple yards short when it penetrated the sideline plane, despite landing past the LOS out of bounds which is irrelevant.
