The 9ers have plenty of picks for 2013 and they are only paying a total of about 11m in salary for 3 QBs (including Tolzien). This isn’t a situation where:
1. Alex Smith is going to be a Cancer in the Locker Room
2. If you have an injury with Kaepernick you have another starting QB that is ready to go and can win
3. It keeps team continuity

The 9ers have quietly been stocking draft picks and players like a college team (that’s why most of this years draftees haven’t been rushed onto the field)
