Because they were down by more than one score. The Bucs have never attempted to force a fumble on the victory formation unless they could tie or win the game if they recovered.

The bigger issue is schiano is a terrible coach who is in over his head in the NFL. The sooner the bucs fire him, the better off they will be; but for now, they will finish out of the playoffs and keep him around.
