What are you talking about, they are specifically going down a path that would allow the new coach a huge amount of control. It’s their whole plan, why they aren’t hiring a GM first.

Banner wants full control over the football side of the franchise, even though he “never” had such power in his 19 yrs with the Eagles.

Banner has a history that he himself is responsible for and everyone inside football knows Banner does not work well with others.

Kelly to the Eagles where he has more control over the team and the support to help him succeed, is much more believable… much more so than the vision of Kelly butting heads with an ego hungry Joe Banner with the Browns.

Why Jimmy Haslam even chose Banner is a mystery. Probably the rookie owner’s first mistake…but a huge mistake that could hurt the Browns for years to come.
