Rich is one of the best special teams coaches out there. The fact remains, though, that he wants to move up the latter and become a head coach at either the D1 or NFL level some day and this is a way for him to show he can handle expanded responsibilities. As a Bucs and Tigers fan, I certainly hope he achieves everything he wants.
