		<description><![CDATA[cmon daubs. your post almost makes sense, except those people didnt look at minority candidates and think they were competent or prepared to handle the HC jobs. Most of the owners are old white men...which means they grew up during segregation and possibly still held some of those beliefs. i wont say it was either intentional or unintentional but the facts remain that these guys were not getting shots at advancement. Is there a logical explaination as to why it took so long for minority coaches to arrive? how about minority quarterbacks? are there any minority owners? is it because these guys are unqualified or incapable of handling these positions?]]></description>

1) If your going to conduct an actual search, then I think all you need to do is offer an interview to a minority candidate, if he turns you down, he turns you down. You shouldn&#039;t have to chase guys. I remember years ago Dennis Green was the go to guy for minority interviews. Eventually he just started turning them down because he new he was just getting a call because owners had to call a minority.

2) You shouldn&#039;t have to interview a minority candidate if you are not going to conduct a search. Example, Jerry Jones hiring Bill Parcells years ago. No search was being done, Parcells was the guy he wanted from the start. If Parcells had turned him down, then it gets opened up.

From what I understand, the only time the Rooney Rule does not apply is if the coach is already on staff and has it in his contract that he is the coach in waiting. I.e. Jim Mora taking over for Holgrem in Seattle.]]></description>
