The NFL announced several rule changes for the 2013 season on Wednesday and we’ll be talking about them on Thursday’s edition of Pro Football Talk on NBC Sports Network.

NFL Competition Committee chairman Rich McKay will join Mike Florio to talk about the rule changes, which include the abolition of the Tuck Rule and a tweak to the rule about throwing a challenge flag on plays that are already scheduled to be reviewed to allow the review while also penalizing the team throwing the flag. The change that drew the most response, however, was the decision to penalize running backs for leading with the crown of the helmet and that’ll be a focus of the conversation with McKay.

Florio, Erik Kuselias and former Cardinals General Manager Rod Graves will also take stock of who is left on the free agent market and discuss Brian Urlacher’s departure from the Bears. Graves will also share his thoughts on Georgia linebackers Jarvis Jones and Alec Ogletree as we start looking forward to the draft.

It all gets going at 5 p.m. ET on NBC Sports Network.

He’s been known as “Rich” McKay ever since his father died. Inherited a fortune and the family business. Like most NFL upper management.

so if the coach throws the challenge flag on a play that’s already scheduled to be reviewed, but none of the officials sees it before he remembers this rule and picks it up… can the opposing coach challenge and get the refs to use replay to verify the other coach requested a replay? and since the play was already going to be reviewed, would the penalty be enforced against the opposing coach?
