While it seems the NFL made the call for him, Sage Rosenfels made his retirement official this weekend.
Rosenfels announced the decision Sunday night on his Facebook page, via Adam Caplan of TheSidelineView.com.

He’s been out of the game since the Vikings released him last fall, opting to go with all young quarterbacks.

He started 12 games over 10 seasons with the Dolphins, Texans, Vikings and Giants. A reliable backup, he finished his career with as many wins as losses (6-6), and more touchdowns than interceptions (30-29). It was a good run for the former fourth-rounder from Iowa State.
