Two young starters are among the Jaguars who will open training camp on the physically unable to perform list.

Jacksonville announced that rookie strong safety Johnathan Cyprien, a second-round pick this year, will open camp on PUP. Last year’s frist-round pick, receiver Justin Blackmon, is also on PUP.

Blackmon is recovering from groin surgery, and having to open camp on the PUP list is another disappointment in an offseason that also saw him get a four-game suspension for violating the league’s substance-abuse policy. Blackmon is allowed to participate in training camp and play in the preseason, but he will not be allowed to practice or play in the first four weeks of the regular season.

The Jaguars also announced that backup guard Stephane Milhim and backup receiver Taylor Price will start camp on PUP.
