Bill Leavy admits officials messed up downs in 49ers-Packers game

During Sunday’s 49ers-Packers game, there were offsetting penalties after Packers linebacker Clay Matthews hit 49ers quarterback Colin Kaepernick out of bounds at the end of a run.

Matthews was penalized and so was 49ers tackle Joe Staley, which should have led to fourth down for the Packers. The officials ordered a replay of third down, however, and the 49ers scored a touchdown on the third down that shouldn’t have been and won the game 34-28.

On Football Night in America, Mike Florio said that we might hear from the league acknowledging that a mistake had been made. Referee Bill Leavy has made just such an acknowledgement.

“On the play where the quarterback went out of bounds and was hit late out of bounds. And then there was a subsequent hit by a San Francisco player. The down should have counted,” Leavy said after the game in quotes provided by the 49ers. “The penalties were both dead ball, and they should have offset at the spot where the runner went out of bounds. And it would have been fourth down.”

There’s no way to know how the game plays out if the correct ruling had been made, but the fact that it came in the second quarter makes it a little easier to accept than if it had happened on the last play of the game.

  1. Who cares. Staley’s retaliation wasn’t much of a retaliation at all. That penalty should have been all Matthews.

  2. The refs made up for the fact that it should have been two penalties and an ejection on Roid Matthews. He punched Staley in the face right in front of the ref. Staley’s retaliation got called.

  3. And now Roger Goodell will fine this official for admitting his mistake. Because apparently that’s frowned upon in professional sports. Which is totally unprofessional. Which is a bit of a misnomer.

  4. Did he explain why staley got flagged for getting his facemask grabbed, and pushed. That was such a blatant tackle out of bounds, and She- ra was even talking about all the hits he was gonna pu on kap. Kaepernick showed a lot of class and went up and gave she- ra a hug and some props after the game, I bet that really hurt his little ego.

  5. How about when Matthews punched Staley? They penalized San Francisco for it so I don’t want to hear it. It was a good game and both teams looked pretty well. I wouldn’t be surprised if they meet again in January.

  6. Honestly going into this game with what I was reading and hearing everywhere Packers have to feel good about how they looked today especially missing Morgan Burnett and Casey Hayward. Easily could’ve been a W even with the turnover differential and huge difference in time of possession.

  7. Packers get jobbed out West. It’s becoming a yearly tradition. Huge pushoff by Boldin on the 4th down catch as well. Refs decide games.

  8. They should never miss the application of the rules when administering penalties. There is plenty of time to discuss the situation and apply the rules correctly. Every guy on that field should have known it was not a replay the down situation. All seven should be fined.

    I can excuse a missed judgment call on a close play but once the play is over and the administration is taking place, there should never be an error.

    The replay official should have buzzed the field and corrected a misapplication of the rules. If the league won’t permit that then it really doesn’t care about getting the call correct.

    This should cost everyone on the crew their game checks.

  10. Last year all the media guys would have been saying stuff like this was the worst and it was degrading the integrity of the game. Now that the union guys are back on the job, not much will be said except for an occasional piece about full-time status fixing these minor problems

    This. These sainted officials are no better or worse than the replacements. If that call was made by the replacement refs, there would be outrage. The reaction tomorrow, by NFL shills (cough, Peter King, cough) will be. Oh well, they’re human too.

    If it was a firing offense for the replacement refs, that crew should be dismissed too.

  14. Clay Matthews should have been ejected from the game, and the 49ers should have had 1st and goal. Green Bay fans complaining about the officiating should look at the tape again – Staley does nothing but grab Matthews’ jersey and yell at him for a dirty cheap shot clearly designed to injure Kaepernick, and Matthews responds by punching him twice in the facemask.

    to the Packers fans who want some cheese with their whine, you got beat fair and square. if they played this game 10 times, 6 of them would have gone even worse for you than this one did. to the classy Packers fans who gave credit where it was due, good game and see you in the playoffs.

  17. How is nobody pointing out that the play never should have happened? McCarthy should have declined the procedure penalty on the play before. It should have been 4th and 1 before Kaepernicks run out of bounds. But McCarthy gave them another 3rd down. 4th and 1 at that point they probably kick the field goal…

  18. I am surprised Staley was flagged as he didn’t do much. However, Boldin punched Shields right in front of the ref and it didn’t get called, so I guess it evened out.

    Really McCarthy was the moron, as he could have had the Niners with 4th and a little more than a yard on the previous play, but took the penalty instead to make it 3rd and 6.

    1. Matthews hits Kap out of bounds.
    2. Staley gets pissed, grabs Matthews by the jersey.
    3. Matthews gets pissed, pushes Staley away by the face mask.
    4. Staley gets even more pissed and the scuffle begins.

    Staley started it. Matthews retaliated, stupidly.

    Either way packers had this game.. Finley bobbled interception and james jones 2 drop 3rd down…. either way thank god its only week 1

  21. The hack union refs in New Jersey decided that since the Jets are awful the Bucs had to play flag football to make it close for TV. Unbelievable garbage calls all day topped by the refs stopping Geno from wasting a timeout just before the two minute warning even though Geno clearly was calling for one. So the refs forced the Bucs to play flag football and actually assisted the Jets. Awful garbage that you’d expect from this union trash. This is why the replacements were great, if they screwed up fire them. Union hacks keep their job no matter how worthless they are.

  22. No doubt GB is much improved. Clay Mathew looks a little silly post game, though. Next time he should just keep his mouth shut and play. He easily could have been ejected for his sideline stupidity.

    It did seem like there were a few holding non calls on GB’s rookie T as well but kudos to SF for not putting the game into the ref’s hands.

    Kaep has an arm too. GB may have over prepared for the pass option. Boldin is incredible. Davis and Kaep have 0 chemistry issues.

    Green Bay should do well this year now that they’ve addressed a lot of the defensive issues and found a running game. Don’t feel bad GB fans, nobody runs that well on SF.

    It was funny today, incidentally, watching the “great” Stealer fans boo their team at halftime of the FIRST game. Then they left in the 3rd qtr. when the game was still in reach. Yeah, great fans.

    Blaming the refs is a cheap cop out. Did the refs make the Packers defense non-existent on third down (as always?). Did the refs decide to not double cover Anquan Boldin after he had 8 catches, and keep letting him open for the entire game? Did the refs blow the protection on the final play of the game, allowing 3 rushers to beat 5 blockers in under 3 seconds? The Packers play was better than in the playoffs, but it still wasn’t enough to beat a superior team.

    This is coming from a Packers fan as well. Not happy with the outcome, but the better team won today. Hopefully they’ll meet again in the playoffs! (Well, not really, hopefully someone else takes out the 49ers before the Packers have to go against them, since the 49ers have their number)

  27. The call on replaying third down was wrong but the karma was right. There was two things that the league will take issue with when it comes to Clay Matthews. The obvious is the “Rock Bottom” he gave Kaepernick, the other issue most folks are missing is that he launched himself at Kaepernick and went for the head. I believe the league will take two actions on Matthews. First fine him $25k to $50k for the headshot and I believe he should be suspended at least 1 game for launching himself. If the league wants to maintain credibility about player safety, especially after the “fair settlement” than they need to send a statement to ALL players regardless of who is affected. I can guarantee you it wouldn’t matter who the defensive player is if that had happened to Tom Brady.

  28. The officials did mess up, many times. They messed up by not ejecting Matthews for the punch to Staley’s head and the grabbing of his facemask. They also messed up by not calling Matthews for taunting. I mean, after all they did call Bowman for it…

    Dirty Matthews got away with more than he was caught for, until he gets fined later this week by the league.

  30. After the long wait, today’s Niners win has proved that not much has changed since January.

    The Packers and the Niners are the cream of the NFC, with the edge going to SF right now. Results don’t lie. Kaepernick is just a flat out beast and despite adjustments, the Packers had no answer. A healthy Burnett and Hayward? Who knows, but one way or another it will get settled and the NFC will be well represented.

    Another thing that hasn’t changed is passive aggressive Minnesota Nice losers in a barren wasteland posting about a Packer loss after they got stomped in Detroit. You would think that would quiet them down. But you would be wrong. They simply don’t possess honor, loyalty, or integrity. They are the lowest form of life on Planet Earth and probably the Solar System. Although they did find amoeba like particles on Neptune once that they think might be simpler than a Minnesotan but not quite as disgusting and it did appear to have some value in it’s environment.

  32. We can play the what ifs until we are blue in the face but two facts remain. The game was decided by more than 4 points and there is no way Crosby is kicking a 60 yd fieldgoal on the final play. The other fact is the 49ers twice converted on 4th down in the game. Nothing guarantees they kick it, or go for it and fail if the penalty is assessed correctly. Technically there should’ve been 2 flags on Matthews anyway

    Probably referring to the punch he threw when the scrum was starting. I think the ref was reaching for his flag (on retaliation) when that happened and didn’t see it. Either that or they flat out ignored it but he did throw a punch and that can get you tossed

  40. Yes, Matthews shouldn’t have pulled that crap with the late hit. But to everyone who’s saying the Packers play “dirty” — really? Have you guys even seen the other 31 teams play? I am not happy with Clay right now by any means, but to generalize the Pack as always playing dirty is quite a stretch.

    And yeah, even my 2 year old nephew can count to 4. And if you really think the refs missing the 4th down wouldn’t have affected the outcome of this game, then you clearly can’t do math either.

    It’s not like it was even a judgement call. It was a total lack of awareness on how to apply the rule.

    Last year’s officials’ mistake cost the Packers a home playoff game. What will this one cost?

Even if they messed up the downs, the Packers are a soft, finesse team that can’t match the intensity of the 49ers.   46. The refs were the 9ers MVP today. Personal fouls not called on the facemask in the 1st quarter and on Boldins cheap shot block after a play are 2 blatent missed calls! The refs letting the 9ers do a down over also is insane!! SAD GAME!!

  47. No doubt the 49ers were the better team but also no doubt that Rodgers is far better than Kapp and Mike McCarthy has far more integrity than Harbaugh. The superior play of the 49ers offensive line combined with a porous Packers secondary devoid of any leadership allowed Boldin to run free and Kapernick with all the time in the world to stare down his one and only receiver and throw in the vicinity. As for the rookie interception, he wont cheer so much when on film all it shows was that he got beat for a long reception which bounced off the receiver’s hands, knee and into his out of position arms.

    They were on the niners 40. It would have been a 57 yard attempt. Again, not saying it would have been made, not even saying the Packers would have won. I don’t do that. The niners won, but the play DID affect the game.

  51. You never know the subsequent playcalls, but had this played out and the Niners got the FG instead of the TD, that last Niners drive they’d have been down 1 instead of up 3.. Because of that, they would have kicked the FG on that 4th and 1, giving the Packers much more time than the sub 1/2 minute they had to score what would have been a game winning FG, instead of needing a TD. So that was a gigantic missed call which could have playoff and home field advantage implications.

  52. How is Leavy not being investigated like Tim Donaghy? A referee who can’t get instant replay correct should instantly be under suspicion. Remember the Steelers/Seahawks Superbowl or the Giants/Packer playoff game. I guarantee Leavy’s getting large sums of $ deposited in an offshore account.

    You had no answers for Kaepernick. You had no answers for a very old Boldin who doesn’t exactly “take the top off the defense” at receiver. You had no answers for freaking Kyle Williams when Kaepernick went his way.

    And for those saying, Kaepernick had all day to throw, that’s kind of the point, to out scheme your opponents so that happens. But keep blaming the refs, the fact that Kaepernick had wide open receivers, the fact that your defensive backfield continues to suck, the this, the that, and be happy with the fantasy football king of the regular season. The Packers need to work on their toughness because the 49ers did what they wanted at will today. At no time in that game did I feel, the 49ers are going to lose this game. They were in complete control, and the Packers were just trying to keep up.

    Take a page out of the Giants book because they out physical them. Problem is that is exactly what they did to your 15-1 team on the way to the Super Bowl, too. That soft stuff isn’t going to work unless you’re playing the Falcons in the playoffs, who we all know is everybody’s prison girl.

    We gassed out our own defense, time of possession.

    This call was – non blah – we could’ve covered better or Clay could’ve been smarter and less “suh-ish” in that situation.

  58. niners could rattle off several bad calls favoring GB in our matchups including the cobb punt return where the refs picked up the obvious clipping flag. in the playoffs, jordy mugs brown on his int in the EZ and they call it defensive??? pi giving gb another shot to score.

  60. there were definitely several missed calls, as usual, in this game from clay diving at kap’s knee after the pass to aldon getting held so badly his jersy front was on his back. Justin Smith also got held from behind his neck on Lacy’s score. Boldin had a little push of on 4th and the refs probably missed several more minor holds or quick mask grabs. this is football and they don’t catch every play.

    the thing that gets me though, is people are complaining about the down, when there was no way this should have been offsetting. a dirty shot trying to injury Kaepernick out of bounds and the niners get flagged for running over to warn Matthews about that play??

    lets be logical packer fans and niner haters. you’re really whining that the refs didn’t bail you out on a play that Clay is trying to end Colin’s season?

  62. the niners didn’t take swings after clay tried to end Kaep’s season out-of-bounds. Clay did take swings on Staley though.

    shouldn’t have been offsetting flags. plus Clay got away with taunting and diving at Kaep’s knee after the throw later in the game. so SF should have gotten first downs on those plays. we could go through the whole game and debate what plays should have been first downs or plays called back.

    the whining about that one call is ridiculous by the media and the fans.

  63. There are 5000 people along the sidelines on the field, cameras and microphones everywhere but in the jockstrap, and still mistakes are made.

    I’d like to see the sidelines cleared – get all those helpers out of there, get 3/4 of the camera men out of there, get rid of the flag wavers and t-shirt launchers except during half-time.

  64. With Rodgers only playing 5 series all preseason, the rust showed. All the BS calls wouldn’t have mattered. I just hope that when the pack has sub par season I move up from 12, 255 on season ticket list of ovcr 100k list . I just might get to be season ticket holder yet….GO PACK GO!!!

I can admit that mattews hit was late and out bounds, his comment about hitting lap was dumb,don’t say anything that might come back to haunt you or used as motivation against you and the miners was the better team today. It was still a good game and the packers showed a lot of improvements but it wasn’t enough. Maybe the next match will be the charm for us. Congrats miners and fans, hope we get another crack in the playoffs.

  67. Why do many ppl assume that the 9ers would not have run a 4th down play that early in the game? 3rd down, 4th down, the play still resulted in a TD. McCarthy obviously was concerned that the 9ers would go for it on 4th down, which is the reason he accepted the previous penalty and pushed the 9ers back to 3rd and 6 when they would have faced 4th and 1 if he declined the penalty.

    Ps. I am a Seahawks fan so I’m always weary of Bill Leavy’s officiating to begin with. I hold grudges.

  69. There’s a lot that happened in the red zone there. I honestly didn’t think Staley deserved any penalty in the first place, and I’m a Packers fan. McCarthy made a huge mistake accepting that penalty beforehand. I still don’t know what he was thinking.

    Anyway, I’ve long since come to accept that the 49ers are on top of the NFC until the Packers can make some strides. Great game, and the Packers came pretty close to beating the 49ers in San Francisco. If Burnett and Hayward had been playing, we wouldn’t have been gashed constantly down the middle of the field, so who knows what happens then. I hope the teams meet again in the playoffs.

  70. Retaliation? Staley just interposed himself between Mathews and Kaepernick. Rabid Mathews beat on Staley after late hitting and horsecollaring Kaepernick out of bounds. Retaliation penalty should never have been called on Staley. Mathews should have received double unsportsmanlike and should have been kicked out of the game after beating on Staley. These retaliation penalties ought to be reviewed by the refs. I assume the league will heavily fine Mathews. Staley did nothing wrong.

  71. Huge Packer fan here…and this is nothing like the Fail Mary. REPLACEMENT refs 1) having no idea that a simultaneous catch had EVER happened, 2) getting the call wrong, and 3) the NFL doing the whole 2 + 2 = 5 thing afterwards is nothing like this. The final score would still have been 30-28. What…was Crosby going to come in and kick a 70 yard field goal? Come on. If the game comes down to one call hangs on a penalty and you come up short? You don’t deserve a win. It’s just one game and the Packers hung with the 49ers throughout. I’m more concerned about their inability to cover a possession receiver.

It’s beyond FKN comical to watch you trolls at work, especially after all you losers ranted about how the Hawks beat GB because of a bad call… Well, it looks like the only way you clowns can beat GB is when the refs give you an extra down that ends up leading to a TD!!!!!!!!!!!!!!!!!

  73. The best part for me was that I was at the game (and am a Packers fan, who was wearing a CMIII jersey). And I was trying to explain to a dozen 49ers fans around me that the refs had blown the call and that because it was two dead ball fouls, it should have been offsetting penalties and 4th down, not a do-over. I was of course boo-ed and ridiculed. Nevertheless, I do feel a little vindicated.

  74. Oh please Mathews hit while illegal but it was not dirty. He launched himself while Kaepernick was just on the line and put his arm out as he went by. Staley ran all the way across the field and started shoving and grabbing Mathews way after the play. Neither of the events effected the play on the field anyway so the play should have been 4th down.
