John Harbaugh upset Terrell Suggs penalized on late kneeldown

EJ Manuel AP

The Bills were trying to run out the clock on their 23-20 victory over the Ravens late in the fourth quarter and quarterback E.J. Manuel took a snap and shuffled around for a few seconds before starting to take a knee.

As Manuel was kneeling, he was hit by Ravens linebacker Terrell Suggs. Manuel lost his helmet and Suggs was flagged for unnecessary roughness, guaranteeing that the clock would run out before the Ravens got one last chance to pull off a miracle. Ravens coach John Harbaugh was upset about the call, saying after the game that referee Jerome Boger said that the helmet coming off influenced the decision to make a call that Harbaugh thought was poor.

“I think the quarterback is responsible for taking a knee there. He’s got to get his knee down,” Harbaugh said, via Jamison Hensley of ESPN.com. “He should do it more quickly and not burn more time off the clock. That is something we hear from the league all the time. His knee was not on the ground. I’m just disappointed that Terrell wasn’t able to cause a fumble there. He definitely did the right thing in that situation.”

Manuel was giving himself up, but he wasn’t down at the point of contact and he didn’t go down immediately after taking a snap. Under those circumstances, it’s hard to know why Suggs shouldn’t have been trying to force a turnover using the necessary amount of roughness. A league source tells PFT, however, that the league believes that Boger made the right call.

As frustrating as it is: the league has made it very clear that the normal rules do not apply to Quarterbacks and will be bend in the name of safety. There wasn’t a good TV shot wether he really tore off his helmet or not, but if a QB is stupid enough to take a few extra seconds off the clock and risking a turnover: go for it. But know that even if you are within the rules, it will probably be a penalty.

Can’t hit the quarterback in the head. As simple as that. (not a Bills’ fan!)

  4. ampatsisahypocrite says: Sep 29, 2013 8:10 PM

Maybe the guy you should be looking at penalizing is Joe Flacco for ONCE AGAIN putting up a laughable 50 yards passing in a half… except this week he didn’t have his defense and special teams there to score, and let him hide from criticism once again.

You want someone to be upset with, Johnny Boy? How about your 120 mil QB, who right now, is literally stealing from your team’s bank account.

Can’t rip a guys helmet off & slam him on the ground when he’s clearly kneeling, even if his knee hasn’t made contact with the ground. It was stupid & deserved to be called. He wasn’t even going for the ball to cause a fumble.

I was at the game at Manuel’s knee was down when Suggs took a swat at his head, which is illegal under any circumstances. Harbaugh shouldn’t be complaining father the refs took a Buffalo touchdown off the board on a very bad call.

  13. clashers says: Sep 29, 2013 8:21 PM

If he takes a snap and just stands there for a few seconds to kill clock before taking a knee, the defenders should be allowed to hit him. It was a clean tackle, Suggs didn’t hit him in the head, his helmet fell off because his chinstrap was not on. It looked more vicious than it was because the lineman were just standing there.

  17. nattypoes says: Sep 29, 2013 8:25 PM

His knee was no where close to being down, that wasn’t even being disputed… Everyone agrees that it wasn’t, so I don’t know what “joeloj” is talking about.

But if the quarterback is going to try to prance around back there and considering the circumstances every second mattered, the defender has to get the QB down.

The game was over, we weren’t going to run back the punt for a TD, but the Ref clearly blew the call.

  18. superg2 says: Sep 29, 2013 8:27 PM

Shouldn’t have been a penalty and no I’m not a Raven’s fan. Either take a knee or be tackled.

  19. travishenryskid says: Sep 29, 2013 8:28 PM

Is Harbaugh upset with Harbaugh’s mind-numbingly stupid decision to kick a field goal instead of take the lead when they were inside the 5 in the 4th quarter. No, it’s easier to point the finger even though he is the one to blame.

Still laughing at “Joemontanaflacco” for telling everybody on the other thread his Ravens will be fine because “they only lost by 3″ to the freakin’ BUFFALO BILLS. The Buffalo Freakin’ Bills? Ha ha!

Like I said, you want to be upset with somebody, coach, how about your QB who can’t win games unless his defense AND special teams do the scoring for him. Yep, THAT was $120 mil well spent all right.

  24. stabbymike says: Sep 29, 2013 8:42 PM

this is what the nfl has become. any play that slightly looks like roughing is called, even if it blatantly isnt. terrible call by the ref and more evidence that the nfl will soon turn into the desperate housewives. housewives=coaches.

  25. yyyass says: Sep 29, 2013 8:42 PM

Boger, the ref, is a token joke and the league is just protecting him as usual. Although that call alone didn’t make the game, it was ridiculous. Manuel was milking the clock and free to be tackled, which is what Suggs did. He didn’t cheap shot him. Manuel didn’t buckle the chin strap his helmet flew off, so Boger has displayed what an unprofessional fool he is to admit that influenced his judgment. And to think they gave that clown a Super Bowl…

  26. adantsa says: Sep 29, 2013 8:46 PM

I’m not a fan of Suggs but if the QB is going to try and burn time before taking a knee, he is fair game to be destroyed. It did seem obvious that his helmet coming off influenced the blown call.

  27. eatitfanboy says: Sep 29, 2013 8:48 PM

It was a terrible call. This is why I hate the “victory formation”. Why should the offense be able to dictate whether or not the defense plays hard or not by how they line up?

On the play before, the Bills also lined up in the formation, and then Manuel took several seconds before kneeling down. Harbaugh can be seen warning them that if he did it again, his defensive players would tackle him. Manuel did it again, and he got hit before his knee touched the ground. Plain and simple.

I’m not a fan of either team, but that was a terrible penalty and it ended the game unfairly.

  28. scoobies05 says: Sep 29, 2013 8:51 PM

if the qb wants to run around and not take a knee he can be hit. its that simple. and to ampats, maybe you should rant about ben once again turning the ball over with the game on the line.

  29. onebucplace says: Sep 29, 2013 8:52 PM

You’re not allowed to bully the other team by hitting them if you already know what they’re trying to do, he should get a big fine and be forced to stand in the corner.

Hope to see Tuel time soon and Manuel out for the season, then he will have a reason to cry. Steelers still rule!!

No different than the horse collar tackle call on Aaron Williams. His hand was on the shoulder pad while his left hand pulled him down ( not touching his shoulder ). That was a crap call too. Btw , does the nfl really have a clue on what a catch is.. Just because a ball is moving a little in a guys arm why the hell isn’t that a catch .

  36. siriusred67 says: Sep 29, 2013 9:21 PM

Suggs didn’t draw a penalty for tackling Manuel. He got flagged because he went for Manuel’s head. You can’t target a QB’s head on any play.

  40. wwwmattcom says: Sep 29, 2013 10:30 PM

This is just like running out of bounds. When it is imminent that you are going to be out of bounds, you shouldn’t take a hit. The league puts an emphasis on the QB which in this case worked out for Marrone.

But to be fair. There was still going to be time for the ravens to get the ball back. Probably 10 seconds. Suggs ruined that though just to make a point?

I thought if the ravens got the ball back it would go to OT.

  43. richc111 says: Sep 30, 2013 12:11 AM

All you people that have opinions on this , the issues wasn’t that he hit him at all. It was how he hit him, ok he was taking a knee no big deal. So he grabs him and rakes him over backwards and throughs him to the ground tearing off his helment. That is a penatly. You know try doing that the Brady or Manning and there would be no discussion. But let’s face the game was already lost. So are they acting like it cost them the game. Give me a break. you lost !

  44. Deb says: Sep 30, 2013 12:26 AM

Yeah, John Harbaugh complains a lot. But this time he’s got a point. If a QB wants to take a knee, he’d better take it. Otherwise he’s fair game. Manuel’s lucky he only lost his helmet and his head didn’t go with it.

  45. ampatsisahypocrite says: Sep 30, 2013 12:54 AM

Ah yes, I think I did know a Dana Flacco growing up. She was always getting credit for things other people did. Last I heard, she got a big promotion at her job because her co-workers pitched in and wrote her reports for her. She hadn’t really done anything the 5 years she was with the company, but
turns out that one report came out right perfectly at employee evaluation time. Some people just have all the luck!

  46. freerayray52 says: Sep 30, 2013 6:34 AM

Manuel wasn’t down so he is fair game. His chin strap also wasn’t buckled, so it’s easy to determine why his helmet came off. It was a piss poor officiated day. That’s not why the ravens lost and harbaugh and Flacco would say the same. Also, please don’t use un-named sources. It just screams of lazy journalism. Bogar was definitely wrong and if there is a league source that said he is right they need to be named.

  47. Joemontanaflacco says: Sep 30, 2013 7:49 AM

Bad call. Probably would have made no difference if it went the other way. Ravens lost by 3. Running game fell apart and Joe threw too many balls into coverage to try and make it for it. But at least we didn’t suffer WORLDWIDE HUMILIATION! I can only imagine how the Brits are mocking Looney today, the former ambassador to Ireland is now Wanker of the Year. HAHAHAHAHAHAHA!

  48. thebandit27 says: Sep 30, 2013 8:27 AM

Baltimore never would’ve gotten the ball back; Buffalo would’ve scrambled out the back of the end zone for a safety to end the game after the next kneel down.

As to the penalty, it was a stupid play. You know he’s kneeling down, just touch him down and move on. Hitting him hard is asking for trouble. You don’t have to like it, but that’s today’s NFL.

  49. jeffreyshulenburg says: Sep 30, 2013 8:29 AM

I dont disagree that Suggs was doing the right thing by trying to cause a fumble…

But if someones helmet comes flying off on an extended KNEEL DOWN…then you probably hit them in the head. And if its a QB in the backfield, thats a flag. Plain and simple.

And so what if Harbs was asked a question, how about responding “the refs called a good game, we just didn’t make enough plays to win, and our QB continually choked the ball away.” See that wasn’t hard.
