Four Saints, three Packers, three Chargers among 15 unsigned RFAs

Fifteen restricted free agents have still not signed their one-year tender offers, just hours before teams are permitted to reduce RFA tenders to 110 percent of a player’s 2009 base salary.

Those unsigned players (according to a list the league office distributed this afternoon) include four members of the Super Bowl-champion New Orleans Saints: tackle Jammal Brown, safety Roman Harper, receiver Lance Moore and running back Pierre Thomas.

The Packers and Chargers also have three players each on the list: Green Bay Packers safety Atari Bigby, defensive end Johnny Jolly and cornerback Tramon Williams remain unsigned, as do San Diego receiver Vincent Jackson, tackle Marcus McNeill and linebacker Shawne Merriman.

The other players on the list are Chiefs safety Jarrad Page, Dolphins running back Ronnie Brown, Patriots guard Logan Mankins, Bucs tackle Donald Penn and Redskins cornerback Carlos Rogers.

The unsigned players can sign their original tender offers until 11:59 p.m. tonight. But when the clock strikes midnight, teams can reduce the tender offer to 110 percent of the player’s 2009 base salary.

That move will represent a major pay cut to some players. For others -- including Merriman, Rogers, Ronnie Brown and Jammal Brown -- the 110 percent rule won’t lower their tender offers because 110 percent of their 2009 base salaries is higher than the restricted free agent tender.
