Not that it’s a huge surprise, considering Michael Vick’s relative lack of progress after his concussion, but the Eagles have apparently declared a decision.

According to Jeff McLane of the Philadelphia Inquirer, citing a league source, quarterback Nick Foles will start Monday night against the Panthers.

Foles took all the repetitions in practice Wednesday, when coach Andy Reid said Vick was “getting close to Phase 2” of the concussion protocol which involves working out.

McLane also found a source on Thanksgiving who said running back LeSean McCoy’s headaches were subsiding. If he can’t play Monday, rookie Bryce Brown will start.
