Packers rookie running back Eddie Lacy, who did not practice this week after suffering a concussion in Week Two, is inactive for Sunday’s game at CIncinnati, the club said.

James Starks will start for Lacy, the club disclosed. The Packers will have just two backs active against the Bengals — Starks and rookie Johnathan Franklin. Also, fullback John Kuhn is inactive.

A second-round pick from Alabama, Lacy has rushed for 51 yards on 15 carries and has caught one pass for 31 yards in his first two NFL regular-season games.
