Competition Committee announces 2015 rule proposals

The NFL has announced that the following rule changes, bylaw changes and resolution changes will be discussed by the Competition Committee and considered by the owners at next week’s league meetings:

Rule changes

— Allow any call to be challenged.

— Allow penalties to be challenged.

— Allow coaches to challenge personal fouls.

— Allow personal fouls to be reviewed, but not necessarily on coaches’ challenges.

— Make all fouls that result in automatic first downs reviewable.

— Allow replay review of rulings related to hits on defenseless receivers.

— Review every foul for hits on defenseless players.

— Increase the number of coaches’ challenges from two to three.

— Add the game clock at the end of the half and end of the game to the list of things that can be reviewed on replay.

— Add the play clock to the list of things that can be reviewed on replay.

— Put fixed cameras on all boundaries of the playing field, sidelines, goal line.

— Allow a “bonus try” after a two-point conversion.

— Do not allow players to push rushers when a team is punting. (This is already the rule on field goals and extra points.)

— Guarantee both teams a possession in overtime.

— Ban peelback blocks by any offensive player.

— Give defensive players “defenseless receiver” protection on interceptions.

— If there’s a dead ball foul, unsportsmanlike conduct or taunting at the end of the first half, it will carry over to the second half.

— Ban running backs from chop blocking outside the tackle box.

— Allow linebackers to wear jersey numbers 40-49 in addition to 50-59 and 90-99.

— If an eligible player reports as an ineligible receiver to the referee, he must align within the tackle box.

Bylaw proposals

— Eliminate the 75-player cutdown.

— Expand rules to allow teams more contact with draft eligible players.

— Permit teams that play on Thursday to designate one player eligible to return to the active list from injured reserve.

— Permit players on Physically Unable to Perform to begin practicing earlier.

Resolution

— Allow teams with retractable roofs to open their roofs during halftime shows.

  3. I’m all for anything that lets the defense play more with out the lame penalties, but reviewing everything is going to result in 4 1/2 hour games.

  5. I also think they should add a camera coming out of the center’s backside. So you can see the snap and make it reviewable when there is a center-QB exchange mishap that leads to a fumble.

  6. Please allow penalties to be challenged. It only makes sense that “judgement” calls should be reviewable. Take some of the game-changing power away from human error.

  7. Judging by the issues tabled, it appears as though the NFL will soon be having every play under review. Games are going to be 4.5 hour snoozefests pretty soon.

    Wouldn’t it be better if they would focus on improving officiating rather than expanding replay?

  8. After a quick skimming of the list, I am glad the “Megatron/Dez Bryant” The Referees make enough mistakes the way it is, and just like the “force out rule” making WRs have to get two feet inbounds it makes the Refs jobs easier.

    Changing that rule would open a can of worms and instead of one play every few seasons with “Sour Fans” It would be an issue every week.

    I can agree with looking at some of the flags, because those are big game changers and as I stated earlier the Refs make enough mistakes.

  9. Makes me sad to see so many of these entries about more challenges, expanding replay, etc.

    The focus shouldn’t be on more challenges, we need simpler rules and officials who do nothing but officiate.

    In other words, try to get it as good as it can be without introducing more overhead, see if it’s tolerable at that point, and then proceed with replay from there if needed.

    Bonus round!!! Three balls in play and all the points you can score before viewers change the channel.

  11. Got about halfway down that list and realized there are going to be too many commercial breaks and stoppages to even watch the sport anymore. The NFL is dying a slow death and they are going to maximize the commercial profits of this sinking head injury ship for their owners.

  12. So during the 85 reviews during the course of the game, they will have enough time to sneak in a 60 second commercial break and add a million dollars in ad revenue each game. I will be investing in a DVR for next season.

  13. I’m for allowing any call or penalty to be challenged, and for making personal fouls and automatic first-down penalties reviewable as well.

  14. Make it like “make it – take it”. You keep taking bonus tries as long as you keep making them. So, if you’re down by 30 and score a td with no time left….conceivably, you can take 23 bonus tries in a row to win the game.

  16. Here’s one rule I want to see passed: The team on defense should be able to decline offensive penalties (even dead ball penalties) if there are under two minutes left in either half.

    For example, let’s say Team A misses a game tying or game winning field goal with 5 seconds left, but they are flagged on the play for false start or delay of game. They should NOT be allowed to re-try the field goal if it’s 4th down. The defense should be able to decline the penalty. It drives me crazy that kickers basically get a mulligan when THEIR TEAM commits a penalty.

    Hell no! Overtime rules already got changed recently. If the defense can’t stop the other team from scoring they don’t deserve to win. The only people that want this rule to pass are the people that are still upset about the Packers’ embarrassing loss to Seattle in the playoffs.

  18. Banning RBs from chop blocking outside the box is a joke. They need to ban chop blocking EVERYWHERE. Watch teams like the Ravens. They cut knees and ankles all game long. It’s simply dirty football and unsafe.

  20. On even-numbered days, a touchdown will be worth 7.84755474 points, unless the defending team is facing south and running west. This is overridden if the wind is blowing from a North-north easterly direction with an ambient temperature of 30 degrees or above – which will be reviewable by replay.

  21. This is going to make the 3.5 hour games even longer- too long. Every single thing doesn’t need to be reviewable. Why don’t we take the officials out of the game and do everything from a booth in New York?? Come on guys…

  22. I can’t believe I have to keep posting every time we talk about expanding replay, but I guess I do:

    The game will NOT be appreciably longer because there is more things that are reviewable. The coaches will STILL have a limited number of challenges, just more things they can use their challenges on.

    The ONLY one of these proposals that will add time to the game is the one giving the coaches another challenge, and I would oppose that one.

  23. With all these proposals for referee calls being review-able, it should call into question, why are they not pushing for full time referees? Get reliable guys in there whose job is would be full time to know the rules inside and out and get the calls right with punishments for consistently making bad calls. Seems like a better long term solution than allowing coaches to challenge the bad calls from these guys.

  24. What does it matter, neither the refs nor the “experts” that the networks pay for advice and knowledge will know the rules any better than us and it is their JOB!!! Not too mention a league that has more pages in its rule book than the Bible and Koran combined wants to add MORE rules? How does this make sense?

  25. Why not just have robots, programmed with all the rules, play the game? This eliminates the need for any reviews at all since the robots will play the game perfectly. The robots will also have the ability to precisely determine where they, and the ball, are at all times eliminating the need for first down measurements, goal line reviews, etc.

    The robots will also never get into trouble, thereby keeping the NFL out of the news. And since they don’t have brains they can’t get concussions and therefore can’t have CTE.

    It’s the perfect solution.

    Of course, the Raiders will still suck. But that’s a different topic for another day.

  26. Extend the length of the game…increase the number of commercials. More commercials…more money for the NFL. Easy to see the motivation behind most of these rules!

    The game is slow enough as it is. These rules would line the pockets of the NFL, while making it almost unbearable to watch a live game. And where’s the rule about the NFL supplying and controlling game balls? The one rule that actually makes sense is nowhere to be seen.

The Bonus point attempts will be simple: Trick-shot QB Alex Tanney will have one attempt to throw the football from the 50 yard line through several hoops AND hit a target in the endzone that submerges Roger Goodell in a dunk tank when hit. Roger Goodell will then award the team however many points he feels like, in true inconsistent Roger Goodell fashion.

    These should pass to clear up loopholes and technicalities:
    — Ban peelback blocks by any offensive player.
    — Ban running backs from chop blocking outside the tackle box.
    — Allow linebackers to wear jersey numbers 40-49 in addition to 50-59 and 90-99.
    — Do not allow players to push rushers when a team is punting. (This is already the rule on field goals and extra points.)

    The two items about the game and play clocks being reviewable are iffy, since they’d come during the 2 minute warning period where all reviews are initiated by the replay official. That could potentially stretch the last 2 minutes of each half to tedious lengths.

    The rest are either covered by something else (review everything) or are just plain unnecessary.

  31. Last year, Belichick proposed making any play reviewable, but limit coaches to two challenges. What is wrong with that? It won’t take much more time, and we all know that lots of games turn on one or two plays. Good idea.

  33. How about a 45 second time limit for reviews? If they can’t get it done that quickly, get some officials under the age of 70 or who posess a natural “hurry up” in their modus operandus. I can’t watch anything for 4 hours or more…

  34. More challenges equals more commercials which equals more money. That’s all this is about. No rule changes proposed to WR football moves which was the biggest story of the playoffs last season. Truly disgusting.

  35. Replay has been a blessing in a lot of ways but I think we’re past that stage and headed for the curse part. I know some will disagree but I simply don’t believe absolutely everything can be reviewed. At least not in a timely manner or in a way that doesn’t cause just as many problems (or more) than the occasional original call being wrong. When the original call is wrong sometimes you can chalk it up to human error. But when the replay reversal is just as questionable as the original call you start undermining people’s faith in the entire system.

  36. The catch rule should be simplified, old school style. If the ball touches the ground at any point during a catch, it should be incomplete, period.

  37. Interesting there is nothing about logging the PSI of footballs, or make ballboys league employees and independent from teams.

    I’d go further than this. It used to be, before 1972, that the only jersey restrictions were for offensive lineman who had to wear numbers between 50 and 79. “Skill” position players could wear any other number and defensive players could wear any number at all. When rosters were smaller, number restrictions made sense. Now, with expanded rosters, the numbering restrictions should return to the pre-1972 rule.

  40. They forgot to include a challenge to the challenge, when one team challenges a call, the other team should be able to challenge the first team’s right to challenge the call. Then the first team could challenge the second teams challenge to their challenge. This would give the TV commentators lots to talk about. Then the second team could appeal the final call, meaning a jury would be selected from the stands to hear the appeal. attorneys would be called in and Judge Judy would appear at the 50 yard line to call court into session.

    Or maybe we should just forget all this crap and just play some good old-fashioned football, does anyone remember what that was like?

  41. One change I really want, but isn’t going to happen anytime soon, is a change to the defenseless receiver rule. Basically, if a receiver ducks to, you know, DEFEND HIMSELF, a hit to the head shouldn’t result in a penalty.

  42. Umm, how did the NFL not add in the “complete the catch to the ground” rule? I’m no Dallas Cowboys fan but they were robbed. So was Calvin Johnson a few years back.

  43. All repay and line monitoring should be commonplace. This is the 21st century … way overdue.

    The official time is kept on the field.

    Coaches should have a many challenges as timeouts.

    The defenseless receiver rules should be rescinded.

    Holding is a problem, pushing isn’t.

    Make it a quarter of OT.

    Peelback blocks are good football.

    Chopblocks are fine, too, although clipping should be redefined.

    Bonus try? Vince McMahon, is that you?

    Numbers are there to ID players. Any number will do.

    Eligible receivers are defined by the formation. They are the 4 backs and the 2 ends.

  44. how can you propose these rule changes when officials and fans don’t even know what a catch is in the NFL. maybe they should focus on that.

    i know what the rules say a catch is, but i have not seen consistency by the referees in making the calls. i’m not here to argue whether dez bryant/calvin johnson caught that ball or not. i’m saying i believe some officials would have called that a catch due to the interpretation of “football move”. the man had the ball palmed and it wasn’t moving until it hit the ground while he was extending for the goal line. it happened fast, but that is a football move. I’m not even a cowboys fan. i’m a football fan and i got robbed of a great play and display of athleticism because of some unclear rule.

    i watch a lot of football and i am very knowledgeable of the rules, as are my friends. when unbiased fans that know the rules can’t come to a consensus on if it was a catch or not and neither can the referees, that is a problem. i know there have been sundays when you saw practically the same scenario for the same challenged reception and there were different rulings after the review. and you just scratch your head because you don’t know what a catch is anymore…

  45. Might as well put the refs in the booth and off the field. One to spot the ball. I stopped watching and going to baseball games because of the ridiculously long games.

    Every play is reviewed by a Ref Upstairs, if they need more time to look at something then they buzz the Ref on the field. Most Plays can be reviewed rather quickly without the TV viewers even knowing that they are doing it.

    I do think they need to eliminate the Ref going over to a booth and taking a look. I think the Main Ref should be up in the Box reviewing all calls and sending his decision to his next in charge on the field.

  48. “allow penalty calls to be challenged”. The NFL just became unwatchable if that, among other proposed new rules are passed. The game is already painfully slow with controversial calls replayed ad nauseum. Will need to find something else to do on Sunday afternoons. Goodell and the rules committee have ruined the game we all loved so much.

  49. Make everything reviewable, period. But only allow 2 challenges per team, period, with no booth challenges. Then coaches can decide whether or not to blow a challenge early or save them until the end when they matter more.

  51. it’s absurd to say that making the entire game reviewable will make it a lot longer and slower… about 75% of a game is reviewable right now and the game is faster and more enjoyable than it was before review….. why restrict it over a paranoid view? just make the whole game reviewable so less games get decided by an “un reviewable” play

  52. That narrowing of the field goal experiment was horrendous. Made a HOF kicker look TERRIBLE. If they want, they can call that a 2 point play based on what I saw during the Pro Bowl.

  53. I still don’t get why a coaches challenges are limited. If he keeps getting calls overturned (aka he’s right) why should he ever run out of challenges?

  55. I would advocate replacing the OT coin flip with a skill competition like having the kickers kick 50 yarders until someone misses, or something like that, to determine possession in OT. Then both teams have an even shot at first possession not influenced by luck. It could be done in the 3 minute warm up period and more importantly, TV could cut up the results so and show the results after commercial.

    Here’s a better idea. Just let Harbaugh decide where the Patriots defensive players will line up. Even then I think he’d end up angry and confused.

  57. – require the home team to provide tasty but nutritious snacks for the visiting team

    – allow players to wear a FitBit and one other Internet streaming device

    – refs must shout “BOO-YAH” after every first down

    – if a team goes for it on fourth down and fails to cross the line to gain, the stadium audio just play the “sad trombone” from The Price Is Right

    – make the halftime lunch menu reviewable
