Goodell has broad discretion to make in-season officiating changes

On Friday, Commissioner Roger Goodell hinted at possible officiating changes for the 2015 postseason. While details regarding the potential enhancements (which presumably will entail further incorporation of technology) have not yet been revealed, the process is fairly straightforward — during the season, the Commissioner has broad discretion to make changes to the officiating function.

The requirement of 24 owner votes to change applicable rules arises only in the offseason, when owners consider changes within the confines of the normal rule-making process. (Per a source with knowledge of the situation, Goodell mentioned the possibility of in-season changes during the recent ownership meetings, but Goodell did not provide specifics.)

Still, Goodell won’t act unilaterally. Another source told PFT that the Competition Committee will discuss the situation and make informal recommendations. Moreover, a Commissioner with a constituency of 32 would be wise to check with the most influential of his supervisors before changing the rules for the 2015 postseason.

It shouldn’t be a tough sell, given that the goal will be to ensure that the officials avoid making major, glaring embarrassing errors during the most important games of the year.

At a minimum, don’t be surprised if the league permits the league office to communicate with the referee during playoff games to assist with the proper administration of the game. (Some think it’s already happening, informally.) It’s also possible that replay could be incorporated, not via the full-blown review process but through consultation with the on-field crew before a call is finalized, based on clear and obvious evidence that a call on the field was wrong.

The Commissioner last made an in-season rule change after the 2009 regular season, allowing for instant replay to be used to correct game-clock errors during the postseason. The change was limited to the question of whether time had or hadn’t expired at the end of the first half or the second half, or of an overtime half (yes, the halftime rules apply after a second overtime period in playoff games).

The change in early 2010 was sparked by an error at the end of the second quarter of a game between the Giants and the Eagles. A fumble by former Giants receiver Domenik Hixon resulted in a recovery by former Eagles linebacker Moise Fokou. The officials determined that the clock had expired; replays showed that time remained.

Whatever the NFL decides to do, any effort to ensure that the calls are right is commendable. The concern in this regard shouldn’t be whether the NFL goes too far; it should be whether the NFL goes far enough.

  1. And one more thing. He should return ALL compensation received since becoming commissioner. He’s earned NONE of it. He’s completely destroyed the game I/we love.

    With Blandino up there, that is a huge part of the problem. If he doesn’t see the current calls as being incorrect, then having him administrate a game is just going to be bad for all concerned.

  3. We have been hearing about Goodell’s “broad discretion” for a year now. Of course, discretion has two meanings.

    First, it means “the freedom to decide what should be done in a particular situation”.

    Second, it means “the quality of behaving or speaking in such a way as to avoid causing offense or revealing private information”.

    Clearly, Goodell and the majority of owners, who have lived a privileged life think only the first definition applies. A man of integrity would only exercise the first in context with the second.

  4. Bring back the replacement officials. They really weren’t any worse than the current roster of goofballs.

    They basically handed the NFC North to the Packers over the past month.

  5. I wouldn’t trust the NFL office to feed my dog while I’m off on a long weekend. Entrusting them with the outcome of games is a recipe for disaster. Blandino? Seriously? Just no.

  6. How many times during yesterday’s games did the game announcer’s and their paid “experts” disagree on how replays were decided? Like I have said before replay has solved nothing. Let’s go back to the zebra’s being in charge instead of the evil, corrupt NFL home office.

  7. As a Lions fan whose team has been jobbed out of three victories since the playoffs last year by atrocious officiating I say please do whatever it is you need to do to get things right.
    The two blown calls this season put us out of playoff contention and ruined our season so this isn’t a minor thing. Obviously Aaron Rodgers (literally the biggest whiner in the league and it isn’t even close) is always going to get those bs calls because he’s Aaron Rodgers but these officials really need to step their games up or be replaced immediately.

  8. Don’t limit what the OFFICIALS can take a second look at. MLB has a huge war room for replay… why is the biggest sports league in the country so far behind?

    Every game should have two people in a control room looking at every call, catch, etc. If the viewing public can make a decision as to the right call in a matter of seconds, so can this league. You would think.

    Does anyone believe the gang that can’t shoot straight is remotely interested in getting the calls right? 345 Park Ave can almost always be counted on to go too far, in the wrong direction.

    I am not for any expansion of Godells powers though, if anything it needs to be a seperate body like the players should be to handle appeals.

  11. A bowling ball with a lipstick face could do his job with more dignity and credibility. Eventually the owners will realize it’s not the money he’s making them, but how much more he’s cost them.

  12. It has gotten to a point where I respect NBA officiating more than the NFL. The increase in phantom penalties being called combined with the superstar treatment of certain players(mainly QBs) is making the game predictable, an therefore, unwatchable.

    Wrestling couldn’t script their matches any better.

  13. How about some sort of mechanism to alert officials when the play clock expires, a la basketball with the backboard lighting up? The number of times I’ve seen the play clock expire before the snap, with no delay of game called, is staggering. Happens at least 4-5 times a year at home games here, and can be a game-changing non-call.

  14. But this means that Blandino will have to take responsibility for him blowing calls on the review process.

    At least he talks to the media, unlike the refs.

    We all know that if the PSI results had supported the NFLs side of things or even if they made Brady’s side a little more cloudy (did anything less that totally support Brady) the NFL would have had those results published via every news outlet from the get go.

    What might happen is after the season when no one can verify they will do some little thing about them being inconclusive. If no one can verify they can twist ‘inconclusive’ into sounding like there was no sign of natural deflation. They also want to let their appeal go by since they are in trouble with that already and can ill afford to get caught lying again.

    But the bottom line is that the info must be showing conclusively in Brady’s favor if they are keeping it so quiet.

  16. I’ve got three changes I’d like to see.

    1: Coaches only get 2 red flag challenges per game. Let them use them to challenge anything.

    2: Ball caught and controlled, two feet down in-bound. Ground did not assist = catch.

    3: If there is a written rule that defines the punishment for a particular violation, then either use the written rule or change it in the off-season. Don’t just make it up as you go along. Example: The written rule for tampering with equipment is a 25K fine. Not a million dollar fine, loss of a first round draft pick and four game suspension.

  17. I do want changes but what about the games lost in regular season because of the current rules. Any changes should only come next season IMO.

  18. What no one wants to report is that the new female ref is doing a horrible job. She’s on the crew that was reassigned. I’m sure this gets deleted.

    I generally agree. However I am stunned that with all the news and sports outlets in this country not one has come forward with their own analysis. Where’s ESPN? Fox? CBS? NBC? TMZ for crying out loud. Why during the few cold weather games so far this year hasn’t the goofy sideline reporter not been monitoring PSI even for entertainment value? The answer is simple. PSI and the ideal gas law isn’t news. It’s a scientific fact that only a few simpleton’s who run the NFL had no idea existed. If you don’t think the word didn’t go out from the league office to the networks who are in bed with them not to self investigate then well, you’re very naïve.

It was just last year that Jon Gruden had all you guys believing that the replacement refs were so bad, and you all couldn’t wait to get the regular refs back. All Goodell has to do is instruct Gruden to tell you how awesome these refs are and you’ll believe him. Most of you guys could be looking at rain and someone could tell you it’s sunny, and you’d believe them.

  21. and lets get someone in there who isn’t afraid to be called a racist by suspending the women and child abusers from the league forever..who cares what team they are playing for. That is a far worse problem right now than the officiating

  22. This is going in the wrong direction. Get of all review and let humans judge the game with human eyes in human time. All this micro-analysis has made the game slower and less enjoyable. Humans play the game and make errors, humans coach the game and make errors, why can’t humans judge the game?

It was just last year that Jon Gruden had all you guys believing that the replacement refs were so bad, and you all couldn’t wait to get the regular refs back. All Goodell has to do is instruct Gruden to tell you how awesome these refs are and you’ll believe him. Most of you guys could be looking at rain and someone could tell you it’s sunny, and you’d believe them.

    You must not have watched much football this season. Since I have I’ll explain to you that you’re wrong and the officiating has been absolutely terrible. Far worse than in past seasons. Maybe if it had cost the Chargers two games you’d be singing a different tune but I guess since it hasn’t affected your team it’s easier for you to act like it isn’t happening.

    Goodell nows has DETERMINED that, with his Puppet Blandino, he can control the outcome of a game with hired hit men in stripes.

    Goodell’s Integrity is on the same level of THIEF.

    He has now turned to “Officiating” under “Wide Discretionary Powers” in his insane desire to CONTROL who goes to the SB and who wins it.

  28. The problem with the concept of supposed “broad discretion” being allowed is that it assumed a commissioner with “unquestioned integrity” was in place. The latter doesn’t apply and hence, neither does the former.

    So to conclude that “whatever the NFL decides to do, any effort to ensure that the calls are right is commendable”, just isn’t true. First, because it won’t be the NFL, it will be Goodell. And everybody knows that nothing he does is commendable. Second, it is unrealistic to expect that a new system can be incorporated without it including significant flaws. And that’s any system. Considering this is Goodell, a flawed system is a certainty and should never be considered for incorporation in the playoffs.

  29. Mein Fuhrer Goodell should have no more powers. How about investigating the Pitts/Cincinnati feud with player threatening the life of another player? How about cleaning up the unsportsmanlike penalties that offset ending with no penalties? Do like soccer, give a red or yellow card and throw their butts out of game and next game!
