NFL posts the 2016 rule book online

Before you complain about the officials this season, you’ll want to make sure you actually know the rules. Fortunately, the NFL has published the entire 217-page rule book online.

The whole rule book is available as a PDF here.

The most noteworthy part of the rule book, which is on Page 2, where it identifies the changes to the rules this year. Those include:

1. It is now a delay of game penalty if a team is erroneously granted a timeout.

2. The offensive and defensive play callers can use the coach-to-helmet communications system regardless of whether the coach is in the booth or on the sideline.

3. There is no longer a five-yard penalty for illegally touching a pass after being out of bounds and then re-establishing inbounds, but it is a loss of down.

4. The line of scrimmage for extra point kicks is permanently the 15-yard line.

5. Touchbacks on kickoffs are now moved to the 25-yard line.

6. All chop blocks are illegal.

7. The horse-collar tackle rule now includes a defender grabbing the jersey at the name plate or above.

8. A player who gets two fouls for certain kinds of unsportsmanlike conduct is automatically ejected.

9. Multiple spots of enforcement for a double foul after a change of possession have been eliminated.

    Such rule was instituited to enhance player diversity to allow women to play.

  7. 7. Horse-collar rule is a joke. It should only be if a player grabs another player by the edge of the shoulder pads in or on the neck area.

    This should be renamed the ‘Aaron Rodgers Phantom Horse Collar Tackle Rule’.

  9. Next rule change….
    No more tackling allowed…. Players are now only allowed to hurt each other’s feelings…. However a 5 yard penalty will be imposed if a player is heard using the “race card” while attempting to stop the opponents forward progress…

  10. so, what are the new rule “changes” concocted by a handful of afc teams to try to cheat the pats with goodell’s blessings this year?

    i wonder of they will alter the wording of any of these rules midseason like they did in 2013 with the new extra point/fg rule?

    arrest, try and convict goodell.

    Actually, he has directed that the nameplates be placed on the heel area of the players shoes.

    The old definition was: A type of football tackle where the tackling player grabs the opening of the jersey and/or shoulder pads on a player’s back and pulls them to the ground.
    However, problem was it was sometimes hard to distinguish the pads as the jersey covers them. And a player could obtain the same dangerous effect by pulling a guy to the ground by grabbing the jersey on top of the pads. So the change is partly for clarity and partly for maintaining the original safety purpose behind banning the horse-collar.

  14. There’s probably a footnote stating it applies to all teams EXCEPT the JESTS. That is how Goodell works, separate set of rules for his favorite team.
    FYI to the Ravens fan who mentioned Hernandez, at least he’s in jail where he belongs, unlike a certain former Raven who was found guilty of obstruction in a murder trial. I’ve always believed that missing bloody white suit in under the statue. One murderer in jail, one has a statue erected. Now that’s weird.

    You forgot the new rule that was instituted for that….

    Male players will be penalized 15 yards for Unsportsmanlike Conduct if they pat a female player on the butt after she makes a good play. A second such offense will result in automatic ejection from the game.

  18. Hmmm….I can’t seem to find the rule where any 3rd and long pass by Aaron Rodgers is an immediate PI penalty giving him a fresh set of downs.

  19. It’ll be a cold day in a hot place before I ever consider editing something like that. Do you think things are getting just a wee bit more complex than they need to be?

    In 2008 when Brady was injured in the first game of the season and was gone for the year, the Patriots went 11-5.
    For the Patriots it was a below average season. When Brady retires, the Patriots will probably not be the dominating team they are now but I expect a lot more 10+ winning seasons.

    So if the refs screw up (surprise!) the teams are penalized. Way to make the refs accountable of knowing the rule book.

    The horse collar rewrite is a blatant attempt to make point totals go up for the fantasy geeks.

  26. 1) Get rid of the horse collar penalty. Only 1 player in NFL history has ever been injured by it.

    2) Get rid of the “defense can’t bat the ball out of the end zone for a touchback” rule. If Pete Carroll, Jim Caldwell, Jon Gruden, Trent Dilfer, Ray Lewis and Steve Young didn’t know it was a rule, it shouldn’t be in the rule book.

    3) Get rid of the inactives. If you have 53 players, you should be able to suit 53. 46 isn’t enough if you have in-game injuries.

    4) If a player has possession and two feet down for 1 second, it’s a catch.

    5) Set the PSI on all footballs to 13 PSI. Check to make sure the Patriots follow this rule at halftime.

    There NFL, I fixed it for you.

    They play outside in the cold. Science says a ball will lose pressure (not air) going from a warm area (locker room) to a colder area (outside in fall & winter in NE). Your ‘rule’ ignores basic science.

    look at this:

    PENALTIES FOR UNFAIR ACTS. The Commissioner’s powers under this Section 2 include the imposition of
    monetary fines and draft-choice forfeitures, suspension of persons involved in unfair acts, and, if appropriate, the reversal of a
    game’s result or the rescheduling of a game, either from the beginning or from the point at which the extraordinary act
    occurred. In the event of rescheduling a game, the Commissioner will be guided by the procedures specified in 17-1-5–11,
    above. In all cases, the Commissioner will conduct a full investigation, including the opportunity for hearings, use of game
    video, and any other procedure he deems appropriate.

    Why not just have Godell give the Jets 16 wins?

    the light punishments for outright, real and intentional cheating by the jets or jets south (ravens), are indicative of his corruption.

    Ya, like the NFL had never, ever cared about psi or ever tested for it in it’s history. However players checking in with numbers out of position? Ya, that’s been a thing for quite awhile. Admit it, Harbaugh’s a whiney baby. Outsmarted by the master.

  34. Is there a way to find out when the last time an NFL official has thrown a flag for “interlocking interference”? I would guess it is less common than a free kick.

    Unlike you, I can give credit where credit is do. But don’t for 2 seconds pretend that RB’s have checked in as ineligible except for punting downs as a regular occurrence in the NFL. As much as you want to believe that is true, it isn’t.

    You run an unbalanced line scenario, coupled with RBs reporting as ineligible, which is what happened, and it creates the deception it was supposed to. Give BB credit for stealing this from college and using it.

    The rest of the league obviously thought enough of it that they eliminated it from being able to be done. BB got Harbaugh that day. I give him that. But he himself does not know everything (see quote I supplied). Unless you want to tell me he was lying about his knowledge of balls. Do you? Because if you go there, we’ll open more doors on that honesty stuff. Let me know.

  36. Just wondering if tackling is allowed. What a disgrace what they have done to this, ‘I hate to say’ this once great game of football.
