Mike Tomlin should have known not to challenge ruling of OPI

Monday night went extremely well for the Steelers and head coach Mike Tomlin. But there was one curious decision in the first half that resonated into Tuesday.

Receiver Johnny Holton drew a penalty for offensive pass interference. Tomlin threw the red challenge flag. After further review, the ruling on the field did not change.

Tomlin, a member of the Competition Committee, knew or should have known that NFL senior V.P. of officiating Al Riveron won’t be overturning a ruling on the field of pass interference unless visual evidence shows that there was no contact whatsoever from the player flagged for interference. Under the replay-review standard requiring clear and obvious evidence that the ruling on the field was incorrect, the existence of any evidence of contact initiated by the player flagged for interference will make it impossible to find that the judgment exercised by the official in real time was clearly and obviously wrong.

That reality didn’t stop Tomlin from claiming that he didn’t, and doesn’t, know that he’s wasting his time if he tries to challenge a pass interference call.

“I have no idea what it is going to look like moving forward,” Tomlin told reporters, via Mark Kaboly of TheAthletic.com. “If anybody does, I’d appreciate it. I don’t think any of us have a feel on what that looks like and I am just being honest.”

So how will Tomlin handle these decisions in the future?

“I have no idea what I am going to do moving forward because it appears to be a moving target,” Tomlin said.

But it’s not a moving target. As to non-calls of interference, the target for replay review has indeed moved higher than we thought it would be, with the precise line between Rams-Saints at one extreme and clear invasion of the discretion of the officials at the other not yet known. As to interference calls, the target for overturning them was always ridiculously high, and every coach should have realized that he’d be wasting a challenge unless the replay angles showed that the player hadn’t touched the opponent in any way.

If Tomlin truly didn’t know that before Monday night, he definitely should know it now — and he and every other coach should be explaining it that way so that the media won’t be contributing to the confusion that the fans currently are experiencing.

  1. It’s not that hard to figure out when to challenge a call. If there’s any contact at all, don’t bother challenging it because it will be upheld. It’s the non-calls that no one has any clue on (No one including Riveron)

  2. This isn’t surprising, because (a) Tomlin is obtuse and sucks at things like game adjustments, clock management, challenges, and (b) because Riveron has shown to be incompetent time and time again with head-scratching “justifications”.

    This play had no impact on the game, but it obviously wasn’t offensive PI, even by the 50-drunks-in-a-bar standard. Wouldn’t surprised if they’re gimping this challenge rule on purpose so they can just remove it next year with a “see it doesn’t work” attitude.

    If nothing else, it’s just another example of the horrible calls by part-time refs and the short-sighted rule implementation by the committees of Czar Goodell’s NFL.

  3. Maybe the best solution for coaches trying to challenge close or judgement calls would be to limit the challenges to ONE. That would inhibit a coach to wait for something more clear cut before throwing the flag.

    Another thought would be to give the coaches 2 challenges, but if the play stands, the team loses all their remaining TO’s that half.

    Just a thought.

    It was a horrendous call that was clearly and obviously wrong. Insane to think that was not overturned when some of these other ones have been. Tomlins awful at challenges, but he was 100% right to challenge that and I hope he would do the same again.

  7. Forget whether or not he should have challenged the call, the call should never have been made in the first place. I don’t care what team you root for, this rule is garbage. If you are going to have a rule in place where the team can challenge a call, and then state that if there is any physical contact (whether it should have warranted a flag or not), we won’t overturn the ruling, then why allow the challenge at all? Receivers and DBs are always hand fighting and jockeying for position on a contested catch, it doesn’t mean that there is enough to justify a PI call. This rule is an overreaction to the Rams/Saints non-call, and will end up costing many teams before the season is over.

  9. Wasn’t it just last week that the Packers coach said he didn’t know what it is either? Maybe these coaches are just like us fans and they don’t know what can/will be overturned. I wouldn’t be surprised if there are some referees that don’t know what PI calls will be changed under review.

  10. hope they keep the bar very high on that, i don’t want coaches throwing that challenge flag any more than they already do. some calls are just too hard to be 100% sure on and sometimes refs make mistakes. no matter how many challenges and rule rewrites.

  12. Not a Steelers fan at all, but that call was BOGUS. Sure the receiver touched his back, but he clearly did not push off. If you can’t challenge that type of BS call the challenge is pointless.

  13. Btw. I thought Terel Austin was supposed to be a part of the Tomlin decision to challenge a call. Part of the 2019 coaching changes, in this case designed to improve the Steelers/Tomlin challenge win %.

    Not heard anything on that so far. Does d that actually materialize? Is Austin engaged. What was his role in this call?

  16. If a rule in enacted to effect change and none occurs, you either have a bad/ineffective rule or the rule is not being interpreted how it was intended.

  17. NFL was trying to re-establish credibility after that Saints playoffs fiasco creates something that leaves so many more questions. Forgot what was called on the field, just rule the call correctly.

    I remember thinking the Blandino days were terrible for the NFL. Never did I imagine this state.

  18. Sometimes I listen to sports talk radio in Pittsburgh via the internet. Man are they tough on Tomlin. Some of the vitriol from the fans and hosts is just uncalled for. Here in Cleveland we knew Hue Jackson sucked. For those who will not be happy until Tomlin is replaced… be careful what you wish for.

And most coaches have their assistants making most of the decisions you see play out. Belichick and his staff have made a ton of blunders overs the years. Brady throwing 5 passes against Miami, losing game and home field advantage, the stupid 4th play that sent Colts to the SB and dumb pride not playing Butler in the SB, giving away Jimmy G and Brissett…I could go on and with this dude.

  20. When ISN’T there contact? The players ‘feel’ for the opponent, and there was no impeding the Bengals player by Tomlin’s guy..

    The NFL and 31 owners (not Cincinnati) made a complete mess of things in response to the howl from the Saints and their fans. And no week-by-week adjustments will change anything. OPI/DPI was singled out. Joke.

    Saints did not lose the title game on that non-call.

    Nobody knows what constitutes PI. Well, it is whatever Riveron wants it to be.

  21. It’s crazy, we’ve gotten used to replay reviews being almost forensic in the quest to make the correct call. Now with the new PI challenges it’s like it’s OK to be a little wrong because it’s only getting overturned if it’s NFCCG wrong. When the TV refs are consistently disagreeing with what’s called on the field, what chance does the average fan have of understanding what’s going on?

  23. I’m trying very hard to understand the tortured logic of this post.

    Are you saying that there is a different standard for replay review for pass interference depending on whether or not the referee calls it on the field? You seem to be saying if pass interference is called, the only way it will be overturned is if there was absolutely no contact whatsoever. However, if pass interference was not called then it is up to the judgement of the reviewer to decide whether to “overturn” the non-call and award interference.

    Why would any coach (and more then Tomlin is on the competition committee) agree to that standard? Incidentally, that “standard” has already been broken. Pass interference was called against the Eagles on Thursday, there was contact and the call was reversed because of where the contact took place. Or is that just another unwritten nuance to the rule?

    The fact that Al Riveron makes up the rules as he goes along is not an excuse for anything. Tomlin is right when he says, “I have no idea what I am going to do moving forward because it appears to be a moving target.” I think the challenge was a good one, seemed to fire the team up a little to be so mistreated again by the league.

  28. It pains me to even partially defend Tomlin (aka Trippy) but here he was correct to challenge it even if he knew it wouldn’t be overturned. His professed complaints about it after the fact are probably sincere as well, which is sad because it speaks to his cluelessness which he’s obviously oblivious to. He’s just trying to weigh in and be one of the boys with “Hey, it happened to me too, I’m cool too, Let me be in the cool guys club too, ok? OK? OK?”

    It’s sad to see a man continue to be a public embarrassment year after year, but what you gonna do? It’s Pittsburgh. How this guy continues to be a head coach is something of a headscratcher… but not really… no, not really.

  36. The message from the league is clear, don’t bother with a PI challenge unless it’s REALLY bad. It’s not meant for ticky-tack hand fighiting or touchy-feely stuff. It has to be so bad the other team is saying “Yeah, I’d challange that to…”.

  39. Being that he’s on the committee, I legitimately wondered if Tomlin purposefully challenged knowing he might lose so that he could use that instance as an argument when the rule is brought back up in the future. Whether you like what Tomlin did or not, the flag on Holton was BS.

  41. Y’all missing the point–he challenged an incomplete pass. In a best case scenario, the call is overturned and you are now 2nd and 10 in the first quarter nowhere near scoring position. The PI call itself is irrelevant; the fact that he challenged in the first place is the problem.

    Arguably without Tomlin’s coaching this sixth round pick would not have achieved much.

    The defence has been mediocre talent.
    The o line turned around.

    The results speak for themselves. He is the second best coach in football.

    He has no losing seasons.

    He has won one and lost one superbowl in his time.

    He coaches in the AFC north with usually two playoff teams each year, sometimes three.

    I hate that he is not better than Belicek. He isn’t.

  46. Over 100 games played and caterwauling over maybe 10 total plays. Ridiculous, and wasting a challenge on an inconsequential play Is a foolish attempt to get post game ink. Everyone with sense knows what the rule was supposed to address and if it’s not changing what was not supposed to be changed then it’s working. As for the bogus delaying the game complaint, is anyone noticing the commercial breaks?

  51. The point may be that the league “allows” coaches to challenge which gives the impression there is a check on corruption but they have no intention of giving up that power. If the coaches always lose their challenges then they will stop dropping the red flags which would leave the entire process to the league who can then make financial calls rather than rules calls.
